The NRLP is divided into two primary components to move water across state lines: 
The Peninsular Component (For Maharashtra, Gujarat, and Tamil Nadu)
This component is highly relevant for moving water from the Western Ghats and central rivers down to the south:
  • Mahanadi-Godavari-Krishna-Pennar-Cauvery Link: This proposed chain transfers surplus water from the Mahanadi and Godavari basins (which receive heavy monsoon runoff) southward through the Krishna and Pennar rivers, ultimately dumping excess water directly into Tamil Nadu's Cauvery basin. 
  • Damanganga-Pinjal and Par-Tapi-Narmada Links: These links help manage and redirect seasonal water surpluses across Maharashtra and Gujarat, creating a more stable grid system that frees up adjacent basins to divert water further south.
The Himalayan Component (For Assam)
  • Manas-Sankosh-Teesta-Ganga Link: This concept aims to divert surplus water from the Brahmaputra river basin in Assam westward toward the Ganga system.
  • From the Ganga, water can theoretically flow through subsequent river chains down to the southern grid.
  •  However, due to the immense geographical distance and elevation changes, pumping water from Assam to Tamil Nadu via rail wagons or long-distance pipelines is widely considered economically unfeasible. 

2. Micro-Level Solutions: Decentralized Water Harvesting
Because large-scale river linking projects face severe environmental clearances and high execution costs, regional, decentralized water management must supplement the grid. 
Tamil Nadu can actively capture its own localized rainfall and optimize received waters using several successful methods:
  • Borewell Recharge Inversion: Tamil Nadu can replicate highly successful local projects where thousands of abandoned, dry borewells are fitted with specialized rainwater filters.
  •  During intense downpours, rainwater is channeled directly down into these wells, recharging deep underground aquifers by 5 to 10 feet.
  • Chain-of-Tanks Architecture: Reviving the traditional Chola-era cascade tank systems ensures that when one reservoir fills up, the overflow naturally pours into the next connected pond via gravity, minimizing surface runoff waste.
  • Check-Dam Network Expansion: Constructing a massive network of smaller check-dams along seasonal river streams captures sudden flash-flood waters locally, preventing the water from immediately draining into the Bay of Bengal.

While transferring floodwaters sounds ideal, implementing a nationwide water grid faces critical roadblocks:
